1988-90 Assistant Administrator of UNDP, and Director, Office for Project Services (OPS)

1983-88 Director, Office for Project Execution of UNDP
Directed the Office for Project Services, the project implementing agency of UNDP.
Increased programme disbursements from US$ 70 million to 295 million through a diversified portfolio of technical assistance and investment projects financed by UNDP and its special purpose funds, and through the provision of management services to other United Nations funds and to borrowers from the World Bank and regional IFIs.

1980-83 Executive Agent of the Mekong Committee
Headed the Secretariat of the Interim Committee for Coordination of Investigations of the Lower Mekong Basin, an inter-governmental body of the riparian countries of the Mekong river devoted to harmonizing development policies and activities drawing on the resource potential of the Mekong. The work centered on development administration as well as on the political and legal aspects of water use as they apply to an international water course system.

1977-80 UNDP Resident Representative, Ethiopia
Directed programme preparation and monitoring activities of the UNDP, exercising also coordination responsibilities in relation to all operational development support of the UN system in Ethiopia, at a time of severe political and economic stress, including famine relief work by WFP and UNDRO


1974-77 UNDP Resident Representative, Zaire

Directed the reorganization and normalization of the UNDP field office in Zaire which had retained a number of anomalous features inherited from the Congo operation in the early 60's. Prepared the second UNDP Country Programme for Zaire (1976-81) under conditions of financial retrenchment.

1973-74 UNDP Deputy Resident Representative, Indonesia
Had major responsibility for programme development and monitoring of UNDP-supported development activities. Also functioned as Resident Representative a.i. for prolonged periods

1970-73 UNDP Deputy Resident Representative, Irian Jaya, Indonesia
Was principal field representative for the special programme financed from the Fund of the United Nations for the Development of West Irian (FUNDWI), a comprehensive provincial rehabilitation and development programme with some $ 80 million in financing.

1970 UNDP Assistant Resident Representative, Iran
Had programme oversight and monitoring responsibilities for a variety of projects in the UNDP Country Programme, mainly in the economic planning, agricultural and communications sectors.

1966-67 Economic Affairs Officer, Cyprus
Was attached to the UN peace-keeping mission in Cyprus. Negotiated agreements of a practical nature designed to facilitate economic cooperation between the Greek and Turkish communities

1964-65 Civil Affairs Officer, Katanga (Congo)
Headed the UN sub-office in Elisabethville, Katanga, designed to provide a transition from the massive UN presence in Katanga, during the UN Operation in the Congo (ONUC), with its large civilian and military establishment, to a technical assistance operation of the UNTAB
